Duties

The incumbent uses knowledge of various policies, programs, laws and regulations to provide oversight and technical leadership; develop written reports, provide recommendations, and make decisions on program and project implementation related to airport development or environment review of proposed airport development projects.

Provides leadership for strategic planning, integration of initiatives/activities, conducting operational and/or organizational analysis, evaluating studies, providing recommendations on operational topics and ensuring collaborative decision-making across the organization.

Communicates and maintains close and continuing contact with key representatives of both internal and external customers to include employee; managers; union representatives; other Federal agencies; State and local government; airport owners/sponsors; airport consultants; aviation associations and general public.

Possesses the ability to create positive working relationships to ensure coordinated responses with counterparts at the appropriate levels of the organization to enable problem solving and recommends solutions for complex and/or difficult problems.

Exercises supervisory responsibilities to include strategic planning, communicating the organization’s vision and objectives; setting priorities; establishing budget and contract management, assigning tasks and responsibilities; monitoring and evaluating performance of organizational units; coaching and developing staff; approving leave; and taking corrective/disciplinary actions as appropriate.

Unless previously completed, the incumbent must satisfactorily complete a 1-year probationary period to remain in this supervisory or managerial position.

This Level 2 (Non-Critical Sensitive; Secret) position requires favorable adjudication of an Access National Agency Check and Inquiries (ANACI) background investigation prior to appointment, unless a waiver is obtained.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
