DHL Express is looking for a Senior Director Global Aviation Regulatory Affairs in Bonn, Germany.

In this role you will develop, provide input to and lead implementation of regulatory affairs plans and strategy for Global and Regional air network operations. You will also implement regulatory strategies, risk assessment and deliverables in line with Global network strategy, business needs, applicable laws and regulations.

YOUR TASKS

Define and help drive regulatory initiatives to deliver Global and Regional air network strategy and plans, exploit or mitigate regulatory opportunities or shortcomings.

Provide input to and develop both longer term and immediate Global air network plans, air fleet management plans and carrier relationship strategies.

Analyze and balance highest level of complexity (e.g. cross-country or cross-region conflicts of regulations, competing legal obligations) and develop risk-based solutions to achieve Global objectives.

Collaborate with Global and Regional aviation management teams, network management teams and airline management to establish best in class global regulatory processes and procedures to ensure business objectives are met and opportunities and risks are identified and exploited or mitigated.

Develop and maintain a global view of DHL’s air network traffic rights and airport slot footprint, opportunities and issues, code sharing relationships, wet leasing relationships, aircraft noise restrictions.

Monitor and advise the business at a global or regional level on significant developments regarding aviation regulatory developments (i.e. changes to terms of air services relationships at a bilateral or multilateral level, airport sots management policy, aircraft noise and environmental policy) and the implications for DHL’s air network activities and plans.

Lead and drive activities to expand the portfolio of traffic rights and slots available to our network airlines and eliminate existing shortcomings.

Work with counterparts in aviation regulatory authorities and government bodies to advance DHL’s interests and meet regulatory compliance.

Represent and position DHL’s air network interests with aviation industry groups.

Extensive contact with DPDHL Group functions: Legal Services, Public Policy, Risk Management.

Establish and implement strategies that have short to long-term (1-5 years) impact on business results in alignment with global and functional objectives.

Direct engagement with regulatory authorities and governmental agencies (i.e. aviation authorities and transport ministries).

Extensive engagement with airline partners and suppliers and other air network vendors.

WHAT YOU BRING

Bachelor’s degree and more than 8 years of experience in a similar field.

Recognised subject matter expert who can shape sub-function at a Global level.

Strong knowledge of DHL’s air network, airline operations and air fleet.

Ability to deal with problems that are often complex and require extensive investigation and analysis.

Sufficient level of maturity to effectively represent DHL’s interests with the Federal Ministry of Transport, EU Commission and regional industry associations (ideally a native German speaker).

Ability to develop strong, trusting cross-functional relationships with senior DPDHL business leaders and regulatory authorities and governmental agencies.

Excellent English and German skills.
