Quality Engineer 4
Quality engineering professional assigned as the responsible QA representative on development and production programs for ensuring quality assurance requirements are being met. Additional duties as assigned may include leading supplier development and process improvement initiatives, leading company continuous improvement initiatives and administrative duties related to calibration, corrective action and quality metrics.
Major Position Responsibilities
Thoroughly understands and applies quality system requirements, e.g. AS9100 and ISO 9000, government quality requirements, quality assurance directives, standard operating procedures, etc. Demonstrates capability in basic quality system implementation and evaluation.
Review and interpret customer/industry requirements and implement the necessary measures into program planning and execution at all levels to include suppliers.
Provides technical support to programs, operational groups and component suppliers. Assists with problem diagnosis and resolution. Understands the impact of process variation on product quality.
Serve as point of contact with customers, suppliers and government on assigned programs.
Demonstrates a lead role in the review of engineering designs and specifications for translation into inspection verification methods. Participates in specifying content on new and revised drawings.
Prepares inspection plans, failure analysis reports, test procedures, work instructions, ECP’s, waivers, deviations and other technical reports or documentation, as needed. Develops Program Quality Requirement Summaries (PQRS) for assigned development and production programs.
Defines supplier documentation submittal requirements, resolves issues and reviews/approves the same.
Evaluates tooling designs for inspection applicability and approve tool drawings.
Leads failure investigation and root cause analysis using standard methods, both internally and with suppliers/customers.
Thoroughly understands Material Review Board (MRB) procedures and the use of all dispositions. Successfully performs complex and timely corrective actions. Participates as a member of the standing MRB.
Support day to day manufacturing operations at the Moses Lake facility as well as at suppliers.
Understands Configuration Management principles and be capable of authoring and approving change request documents.
Utilizes quality metrics and/or statistical methods trend analysis for enhancing organizational performance, proactively identifies opportunities for reducing manufacturing costs and improving product quality.
Performs Failure Modes and Effects Analysis (FMEA) of product designs.
Understands Measurement Systems Analysis, including Gauge R&R. Have experience with complex Measurement Systems Analysis studies and in directing the studies of others.
Thoroughly understands and evaluates calibration systems. Completes M&TE out of tolerance evaluations.
Capable of conducting training on complex quality, technical and/or business skills.
Conducts inspections, surveys and/or audits of supplier operations, facilities, or products.
Identifies and/or leads company continuous improvement projects.
Supports Bid and Proposal activities by review of customer requirements and providing labor estimates. Provides quality and pricing input on more complex proposals including writing applicable proposal sections.
May develop and specify new test techniques, processes and equipment to meet the needs of new programs or special inspections.
May evaluate the capabilities of suppliers for inclusion on the approved supplier list as well as evaluation of effectiveness of supplier corrective actions.
Interfaces with all other disciplines within the GD-OTS Seattle organization and external customers. Works extended hours & travels as required by the operation to meet company & customer commitments.
Successfully demonstrated the position requirements of Quality Engineer 3.
Possess a working knowledge of engineering fundamentals in all of the following areas: Fluid Mechanics, Structural Mechanics, Materials & Processes, Heat Transfer, Physics & Chemistry, Electronics and Manufacturing Processes.
Possess a thorough knowledge of engineering drawings and specifications, including Geometric Dimensioning and Tolerancing (GD&T).
Possess a thorough knowledge of statistical methods and design for manufacturing issues.
Be proficient in the specification and use of test equipment required in the area of assignment such as, but not limited to gages, voltmeters, ohmmeters, and helium leak detection equipment.
Be proficient in the specification and use of standard measuring equipment required such as, but not limited to height gages, micrometers, calipers and scales.
Be proficient in the use of standard office computer technology.
Requires communication skills, both written and oral, using English language in order to work with customers and subcontractors to meet objectives.
Experience in the implementation and use of TipQA is a plus.
Experience in the use of Windchill for configuration management is a plus.
Education and/or Experience: B.S. Degree in Engineering or related field and at least ten (10) years of related manufacturing or quality experience.
