The United States Coast Guard (USCG) Aviation Logistics Center (ALC), as an Engineering and Logistics Directorate member organization under the Deputy Commandant for Mission Support, requires program management support to implement theUSCG’s Contracting and Procurement (C&P) Transformation.
The USCG C&P community includes almost 1,000 civilian and military professionals and executes an average annual spend of $4 billion through approximately 26,000 procurement actions and 300,000 micro-purchases. These transactions help deliver and sustain assets, systems, services, and capabilities that power a world-class Coast Guard organization.
The C&P Transformation presents a tremendous opportunity to innovate, advance/leverage partnerships with industry, revisit policies and processes to maximize the capabilities of USCG’s new financial management system, improve C&P customer service, and identify new ways to organize, invest in, and retain a highly skilled C&P workforce while attracting the best talent from other agencies, private organizations, and higher-level learning institutions.
Working under the oversight of the Director and Executive Steering Committee, C&P Transformation, theProgram Managerwill coordinate and execute C&P initiatives that improve and modernize governance and functional alignment, process and policy, data readiness and workforce development and optimization within each of the six Chief of Contracting (COCO) Office areas of responsibility. In this capacity, the Project Manager is expected to support the following strategic objectives:
Collect and analyze prior studies and reports that will inform this effort. Incorporate applicable findings, conclusions, and recommendations into strategic objectives.
Identify/define team roles, responsibilities, authorities, resources (financial and staff) and external commitments/agreements with internal and external organizations.
Establish a plan of action and milestones (POAM) to achieve the purposes of the C&P Transition.
Develop an organizational design and governance structure with life cycle business processes aligned with organizational goals and the Coast Guard Mission Support Business Model. Clearly reinforce and identify the integration boundaries between Program Authority, Technical Authority, and Command Authority.
Build a pathway to the desired C&P community of practice that effectively utilizes a functionally aligned workforce with rewarding career paths and internal professional growth opportunities. Document current and future training requirements and develop a comprehensive professional development strategy that is inclusive of the entire C&P community, including the development needs of the customer.
Create a C&P organization that is responsive to data and performance management, driving a strategy that incorporates data collection, data analytics, performance management, and metrics to better assess risk, apportion resources, and improve transparency and communication with customers. Identify the data tools required to measure the customer experience, responsiveness to requirements, and tracking workflows.
Team with representatives from the Assistant Commandant of Resources (CG-8) as needed to ensure recommended actions and the modernized organization work properly with the new Financial Systems Modernization Solution (FSMS) and synchronized with the Finance, Accounting…
