Duties and Responsibilities:As a recognized expert in business strategy development, the Management Analyst utilizes expert knowledge of qualitative and quantitative analysis in leading large ad hoc teams in gathering data to develop business requirements and plans that identify and target internal strategic goals and objectives of Air Traffic Organization (ATO) Service Units. This position provides leadership for highly complex and challenging activities related to the development of ATO strategic business plans under the minimal direction of the Group manager. These plans directly impact Service Unit performance and ATO priorities.

As a principal specialist, the Analyst develops new and innovative approaches, methodologies, and/or techniques to conceptualize and design the annual business plans for ATO Service Units. Analyzes and tracks ATO’s performance metrics and individual Service Unit’s internal initiatives and activities in the annual ATO Business Plan using automated tools such as the SPIRE Business Module (SBM). As a business-planning analyst, he/she applies expert knowledge of analytical and evaluative methods and techniques to develop and implement performance metric tracking systems and interactive dashboards through the use of automated business management platforms and software tools.

Uses Business Acumen tools to collect and analyze real-time quantitative and qualitative data to assist senior management in identifying annual priorities and performance metrics. Collects, analyzes and evaluates ATO community and performance metrics to identify annual priorities and performance metrics. Resolves challenging problems or issues that often cross Service Unit boundaries and impact on the accomplishment of ATO and Department of Transportation strategic objectives. Predicts potential issues and proposes preventive actions to ensure the success of the ATO strategic plan.

Supports Employee Engagement activities throughout the Air Traffic Organization by assisting with developing and executing activities; analyzing Federal Viewpoint Data; and, by developing briefing and status materials.

Contacts are internal and external. Often represents Management Services and the ATO as a principal point of contact to provide advice and guidance on the development of individual Service Unit strategic business plans. Collects, analyzes and evaluates data to prepare and review major reports. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

Although broad policies and objectives provide general guidance for addressing issues, the Analyst is often required to develop new approaches. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/ or other work activities. The Group Manager typically reviews work only at completion for success in achieving planned results.
