Job Summary The position is responsible for the provision of educational, project management and facilitation services to the Operational Training Unit (OTU) and to all other operational units within their assigned Flight Information Region (FIR). The position acts as a quality control agent to ensure that operational training provided within the FIR adheres to NAV CANADA and Transport Canada standards.

Job Description

** This posting is for a 8 month temporary term **

Key Accountabilities:

  • Design, develop and deliver instructional technology (pedagogical) courses using the systems approach to training to prepare operational instructors for the delivery of quality training in all NAV CANADA training programs
  • Facilitate teams of operational subject-matter experts in the design, development and delivery of operational training courses to ensure quality training is provided in all programs and adheres to NAV CANADA and Transport Canada policies
  • Provide academic counselling to students / trainees throughout the operational training program in order to help them learn the knowledge and skills required for successful qualification
  • Coach instructors on effective adult educational practices and on academic counselling techniques in order to enhance the quality of instruction provided
  • Facilitate a positive learning atmosphere in all phases of the operational training program through consistent contact with all stakeholders in order to provide trainees with optimum conditions for learning the required knowledge and skills
  • Evaluate all course training materials in accordance with approved documentation standards to ensure the NAV CANADA training programs adhere to industry regulations
  • Evaluate regional training activities including needs analysis, design, delivery and all associated operational training elements and products, such as, learning and testing methodologies, hardware / software technology, curriculum documentation, training aides and equipment to ensure consistency and quality of training
  • Address specific educational requirements to enhance the delivery of the Company’s regional operational training initiatives. Project management of timelines, scope and resources is required within this area of responsibility
  • Research new and effective adult educational practices within the areas of counselling, coaching, testing, evaluation, facilitation, courseware design, communication techniques, technologies for education, simulation, job and systems analysis to ensure that NAV CANADA training programs are at the forefront of best practices in training

Education/Occupational Certification:

  • Successful completion of a University Degree in Education or in a related field of study


  • Experience in facilitating groups
  • Experience in research and data analysis
  • Experience in managing a project and knowledge of associated tools and processes
  • Coaching and teaching experience
  • Experience in the development of technical training courses utilizing the systems approach to training
  • Experience in supporting training development teams
  • In depth knowledge of training methodology and processes as it relates to adult education
  • Knowledge of training evaluation processes and techniques to measure learning and to validate training design


  • Knowledge of various adult learning styles and instructional techniques required to enhance a trainee’s learning
  • High-level knowledge is required of human factors as they relate to aviation
  • Knowledge of operational training requirements, particularly in relation to adult education utilizing the Systems Approach to Training
  • Knowledge of the multi-disciplines encompassing the field of Air Traffic Services, and the technology associated with these services
  • Knowledge of the Company’s policies, goals and standards regarding operational training, as well as knowledge of Transport Canada’s policies and standards
  • Knowledge of NAV CANADA corporate goals, culture, values and code of ethics
  • Knowledge of the Company’s software tools (i.e. MS Office programs) as well as equipment used within the operational environment
  • Knowledge of Project Management techniques and methodologies
  • Knowledge of training evaluation processes and techniques to measure learning and to validate training design
  • Knowledge of performance coaching, academic counselling techniques, job analysis, cognitive task analysis, measurement and testing, facilitation skills, instructional technology, e-learning development, academic writing skills, and academic research and development techniques
  • Knowledge of conflict resolution strategies, especially as they relate to dealing with upset, angry or irate individuals (i.e.: trainees, instructors, managers)


  • Ability to provide professional educational consultation services to all personnel involved in technical training with respect to the identification of learning problems, identification of learning/teaching styles application and best practices and training problem resolutions
  • Ability to plan, organize and implement training projects from Task Analysis to pilot course
  • Ability to lead teams for projects both regionally and national in scope, involved in needs identification, design and development, evaluation and validation
  • Ability to coach a multi-functional team
  • Ability to analyse problems and determine root cause and implement training solutions when required
