Duties

As a basic requirement for entry into the SES, each applicant must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of executive-level management capabilities that are directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant.

Specific Duties

The incumbent carries out the following specific responsibilities:

1. The Director, Office of Aviation Services serves as a senior official responsible for overseeing the Department of the Interior’s (DOI) aviation safety program, providing centralized technical and administrative services to all DOI bureaus and, through individual agreements, to other federal and state offices.

2. Reviews and oversees DOI bureau aviation programs; establishes and manages Department-wide aircraft accident/incident and aviation hazard reporting systems; investigates all aircraft mishaps occurring in departmental aviation operations; represents the Department on aircraft accident investigations with DOI involvement in cooperation with the National Transportation Safety Board.

3. Establishes and maintains governing operational procedures, aircraft maintenance, aircrew qualifications and proficiency, and qualifications for maintenance personnel. Additionally, inspects and monitors aircraft operations to assure standards are being met.

4. Provides technical and oversight support for the procurement of DOI-owned aircraft, commercial aviation services, and other aviation-related services in support of bureau programs.

5. Supervises a headquarters office, three divisions, and three regional offices with employees in multiple geographic locations. Ensures actions meet administration goals as outlined in the President’s Management Agenda, and other specific policy direction identified by the Secretary.

Mandatory Technical Qualifications (MTQs)- *Required Documentation*

MTQs are designed to assess an applicants experience relevant to the specific position requirements. Each MTQ narrative responses must 1.) not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results.

1. Thorough working knowledge of and experience in applying Public Aircraft Operator (PAO) principles as defined in law (49 U.S.C. § 40102(a)(41) and 49 U.S.C. § 40125), and regulated by OMB Circulars (A-11, A-76, A-94, A-123, A-126) and GSA Federal Management Regulations (FMR 102-33) in a dynamic, high risk aviation mission portfolio.

2. Experience in leading a diverse regional or national aviation management program, including applicable policy and operational standards development and implementation, fixed wing, rotary wing, and uncrewed aircraft fleet and resource management, safety and accident prevention initiatives, development of training programs, integration of new technology, and technical aviation support and oversight.

3. Knowledge of all applicable laws, regulations and policies governing aviation operations and safety, fleet maintenance, and accident prevention and investigations.

4. Thorough working knowledge of the application of aviation resources (e.g., fixed wing, rotary wing and uncrewed aircraft) to a wide variety of programs such as natural resource management, law enforcement, wildland fire management, etc.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
