Responsible for the proper accounting and reporting of assets, liabilities, revenues, expenses, cash flows, and other necessary accounts, as determined by Generally Accepted Accounting Principles (GAAP), accounting procedures prescribed by the Trust Agreement. Ensures all relevant Government Accounting Standards Board (GASB) pronouncements are adopted. Prepares internal and external financial statements, and manages any internal and external audits. Directs the entire accounting operation and functions as a member of A&F department senior team and provides strategic financial recommendations and advice to support various business functions.
RESPONSIBILITIES:
A. Directs the activities of the accounting staff utilizing knowledge of department functions and policies, standards, and practices.
1. Prepares and presents financial reports, formulates and communicates financial and accounting positions for Senior Staff for policy development.
2. Reviews and analyzes reports and documents prepared by staff.
3. Obtains data and confers with staff to properly plan, supervise, measure performance support activities, such as new commitments, status of work in progress, and problems encountered.
4. Assigns, or delegates responsibility for specific work or functional activities and disseminates policy to supervisory personnel.
5. Gives work directions, resolves problems, manages workloads, and sets deadlines to ensure completion of work.
6. Coordinates activities of administrative and support departments with activities of other departments to ensure optimum efficiency and economy.
7. Evaluates current procedures and practices for accomplishing work of department and develops and implements appropriate methods or procedures for work improvement.
8. Oversees the Financial accounting system and coordinates the efficient use of all accounting and related systems for the creation of timely and accurate financial information and reports.
B. Publishes financial results as defined under generally accepted accounting principles (GAAP).
1. Oversees internal and external financial reporting obligations.
2. Oversees the accounting related operations and reporting methods.
3. Establishes revenue control procedures to ensure the proper identification and reconciliation of the revenue sources based on GAAP.
4. Establishes expenses control procedures to ensure the proper identification and reconciliation of the expense and capital cost based on GAAP.
5. Oversees and monitors contractual financial obligations of tenant contracts.
C. Ensures that all revenue and operating expenses are determined by accounting procedures prescribed by the Trust Agreement.
1. Establishes, maintains, and monitors compliance with financial, accounting, and internal control policies and procedures.
2. Monitors the approval and measurement of integrated budgets.
3. Coordinates internal and external financial reporting.
4. Oversees design and administration of financial systems.
D. Provides strategic financial management and leadership to support its multiple functions.
1. Assists with external financing initiatives.
2. Participates in monthly investment strategy for funds.
3. Serves as member of the investment oversight committee.
4. Acts as a financial advisor to functional and operating units.
5. Participates in the maintenance of commercial and investment banking relationships.
