Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.

We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our DfT commercial team delivering departmental objectives.
This role will be based within the CRM team who support the Roads portfolio, however it will work across commercial activities in the DfT, Client Relationship Management (part of Group Commercial Directorate). The role is key in delivering solutions for our customers in DfT, and Non- Departmental Bodies, such as National Highways and the Coast Guard Agency. Zero emission vehicles, decarbonising maritime, clean air zones, airport security, cycling and walking infrastructure, driverless and autonomous vehicles are just some of the many key government projects the team work to enable.
Providing front line support to the G6 and DD for high risk and value transactions, including the procurement of infrastructure and digital solutions;
Contributing to strategy and solution development in the Low carbon Economy for example delivery models for Search and Rescue Helicopters, Electric Vehicle charging, Clean Air Zones;
Doing first draft submissions to Ministers providing advice on options to take on high value investment in the sector, as well as helping to shape policy – to be reviewed by the G6 and DD;
Liaising with the G6 to ensure every contract signed has been through the right assurance, including consultation with senior staff prior to signature. G7 grades have a contractual delegation authority of £10m;
Managing the procurement of c£200M of advisers, goods and other services using the DFT systems including its ‘My Commercial’ (delivered through a Jaggaer product) sourcing and contract management tool. Making sure bidder and supplier information is captured correctly and procurement events are correctly recorded (e.g. Pre-Procurement, Tendering, Contract Award). Liaising with the correct authority holders for approvals;
Providing hands on leadership to make sure our Client Teams deliver exceptional performance re the Cabinet Office Continuous Improvement Agenda and wider policy commitments such as supporting pipelines generation, application of the correct governance and approvals, use of the relevant Cabinet Office playbook, SME and Social Value policies and publishing notices and redacted contracts as well as being a source of expertise and reporting accurately from ‘My Commercial’ (Jaggaer) system;
All appropriate HR process managed for team;
Provide strong and visible commercial leadership and advice to staff in Roads, Maritime and Aviation. Providing commercial support to senior colleagues across the DfT Agencies;
Ensure that robust processes are in place for the commercial affairs of the DfT Group including compliant use of the Department’s procurement portal. Ensuring that all commercial projects are successfully delivered to support the Department’s and the Government’s aims and objectives, acting as a focal point for high value and/or high risk and/or contentious transactions, providing end-to-end commercial support on commercial activities ranging from 100k to multi-million pound procurements;
Working as part of a leadership team which manages both internal and external resources from time to time including SEO/EO/EO grades and development grades (DFTs commercial associate/commercial apprentice scheme members).

Political Insight– Able to deal with Private Office and Ministers where appropriate & recognise the political world we operate in and our duty to deliver ministerial priorities. Recognise the need to give Ministers, often difficult options;
Understanding Sourcing Needs – Ability to interpret and develop requirements into sourcing needs/delivery models, recommend and run the commercial and procurement processes to deliver the required outcomes.
