General Description And Classification StandardsThe Airport Planning Manager, Sr. will manage the Department of Aviation’s (DOA) efforts to promote sustainable use and conservation of natural resources, including natural gas, energy and water. Under the purview of DOA’s Asset Management Division, the Airport Planning Manager, Sr. will be responsible for the management and continuous improvement of the Airport’s Energy Management System (EnMS) in alignment with ISO 50001 Energy Management standards.
Supervision ReceivedThis position requires work to be completed with minimal supervision.
Essential Duties & ResponsibilitiesThe following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.This role will be an integral part of the Airport’s sustainability programs and contribute to its Sustainable Management Plan by actively advocating for the use of renewable and sustainable energy resources, setting targets for energy reductions, developing solutions for carbon emissions management, and offer training for energy efficiency throughout the Airport.
The individual utilizes a variety of tools and software to monitor and manage energy efficiency for all DOA-managed facilities. Responsibilities will include, but not limited to, benchmarking conservation measures against best practices, monitoring consumption to assist with determining energy reduction projects for the DOA.
From a strategic asset management perspective, this individual will be responsible for ensuring that the Airport’s infrastructure remains in a state of good repair through capital renewal and replacement planning and forecasting. This role will be responsible for facilitating site inspections, as well as managing building commissioning and re-commissioning efforts.
As the DOA liaison with local utility service providers, this individual will coordinate new utility connections, review and approve utility invoicing, and negotiate usage rates.
This position will be required to work collaboratively with various internal departments providing technical analysis, review, measurement, and verification projects.
Knowledge, Skills, And AbilitiesThe proponent is expected to exhibit detailed knowledge, skills, and abilities of the following:
Knowledge of ISO 500001 Standards and its Certification Process
Working knowledge of cost and savings studies and incorporating energy conservation measures
Knowledge and experience with HVAC, control, electrical systems and proficiency with energy analysis tools
Ability to read, analyze, and interpret plans, specifications, contract documents, control drawings, service bulletins, technical procedure manuals, equipment specifications, and governmental regulations
Ability to write reports, business correspondence, and procedure manuals
Ability to effectively present information and respond to questions from top management, customers, and service personnel
Working knowledge of budget preparation and management.
Minimum Training and Experience Required to Perform Essential Job Functions
Bachelor’s Degree in Engineering, Business Administration or related field and five (5) years’ experience; or equivalent combination of education and experience in Utilities/Energy Management. Must possess a valid Georgia driver’s license.
